The Ukrainian government has updated the Strategic Guidelines for the Operation of State-Owned Banks during Martial Law, outlining plans to privatize two state-owned lenders — Ukrgasbank and Sense Bank.
The revised strategy provides for the sale of shareholdings in JSC Ukrgasbank and JSC Sense Bank to private investors. The privatization of PrivatBank will be considered only after the end of martial law.
By the end of 2026, each state-owned bank will be required to update its individual development strategy.
To improve corporate governance, the government will introduce annual performance evaluations for the supervisory boards of state-owned banks.
The banks will also be required to reduce the volume of non-performing assets by, among other measures, selling their three largest non-core assets and resolving their three largest non-performing loans by the end of 2027.
According to the government, the updated strategy is designed to strengthen the financial resilience of state-owned banks, improve the management of non-performing loans (NPLs), and gradually reduce the state’s share in the banking sector.
“During the period of martial law, the priorities for state-owned banks will include financing enterprises in the defense industry, critical energy infrastructure, the agricultural sector, manufacturing industries, frontline regions, as well as providing mortgage financing to help citizens access housing,” the updated document states.
