Is public health service a long-range area or global problem in Ukraine? What rights can the State ensure both for doctors and patients? What is the role of lawyers in modern medicine and when will we be able to get medical help of high quality? Chief executive of clinic “Borys” answered these and other questions.
LDaily: What is the quality of medical education in Ukraine?
M. Radutskiy: As far as we have no health care system, and the education is a part of this system, we have some troubles here. One becomes a doctor long time after graduating the university in any country in the world. They study a lot. In our country only 1 or 2 students become doctors among 1000. All the rest are continue studying by practicing if they want. If they don’t, than they go for a work to trade missions or etc.
There is no reason to abuse medical education, because it is a child of our health care system. What education can we talk about, if there are neglected hospitals around? Can a student learn anything from there?
LDaily: Are there good internships, practices or further trainings for doctors in Ukraine?
M. Radutskiy: Unfortunantely, we don’t have internship in Ukraine. We have allocation and that is the greatest mistake. At the same time there is a great number of opportunities to learn something and to improve the skills for those wishing to become good doctors, in Ukraine as well. Sink or swim. There are people who work as hospital attendants and attend medical schools. They leverage themselves in such a way.
In Ukraine and other countries of the world doctors refer to prosperous part of society. A good doctor always has a high profit. Professional has to invest in himself. You have to invest in yourself to rise your incomes like in any business.
LDaily: Is there any rivalry in Ukrainian health care system?
M. Radutskiy: Of what rivalry can we talk if either private medicine market or state medicine market is not filled. Rivalry comes when everything is filled and you have to scramble.
LDaily: Is Ukraine ready for an all out reform of health care system at this stage of development?
M. Radutskiy: Ukraine is not ready for reforms. It is ready for reanimation actions. Reanimation action is an emergency care. Our country needs emergency care. Health care system doesn’t actually exist.
LDaily: Does business success depend on leading lawyers and what are the lawyers responsibilities in medical area?
M. Radutskiy: In Ukraine it doesn’t depend. Here lawyers are those who make routine tasks and coordinate business activity as in any businesses. There are no qualified lawyers who practice medical law in Ukraine. And I understand why they don’t appear. There are no rights neither for patients nor for doctors and liability insurance is absent in our country. After all, a lawyer is a human rights activist, and if the rights have not been formed neither for doctors nor for patients, what him to protect?
