Chinese companies have significantly reduced their purchases of Russian oil due to the risk of falling under secondary sanctions. Bloomberg reports this, citing data from industry analytics firm Rystad Energy AS.
Chinese imports of Russian seaborne crude may drop by 500,000–800,000 barrels per day this month, or about two thirds of the normal level. Meanwhile, imports from Iran may decrease by 200,000–400,000 barrels per day, or roughly 30%.
Large state-owned refiners in China have suspended purchases of ESPO crude, which makes up the bulk of China’s imports from Russia, following U.S. sanctions against Rosneft and Lukoil.
Washington’s sanctions have also affected the Rizhao oil terminal, which handled around 10% of China’s crude imports. This has further restricted flows from Iran.
Some private Chinese refineries—which are normally more tolerant of risk when it comes to purchasing “sensitive” oil—are also avoiding Russian crude. Their caution increased after the EU and the UK blacklisted Shandong Yulong Petrochemical Co., a major buyer of Russian oil.
All of this has created an unusual level of anxiety in the market.
The nervousness among Chinese buyers also comes amid a decline in Russian oil imports by Indian refiners, indicating that Western efforts to deprive the Kremlin of funds for its war in Ukraine are finally having an effect.
However, the resilience of blacklisted ports such as Dongjiakou in Shandong Province suggests the possibility of flows resuming without strict monitoring or enforcement of sanctions, Bloomberg warns.
