Cryptocurrency exchange Binance provided Russian law enforcement authorities with the personal data of a client whose transfers to support Ukrainian fundraising campaigns were used as evidence in a case involving alleged “terrorist financing.” Reuters reports, citing investigative documents.
The case concerns Russian IT specialist Yuri Belenky, who was detained in September 2025. Russia’s Investigative Committee said he had transferred more than $700 to support the Ukrainian military.
Russian investigators contacted Binance requesting the client’s transaction history. In response, the exchange provided information that included details of the transfers, the user’s personal information, a copy of his Russian passport, and documents confirming his residence in Bulgaria.
The data obtained was used as evidence in the criminal case against Belenky. He is currently being held in custody in Russia and is awaiting trial.
Binance told Reuters that it does not control how information is used by government authorities. The company emphasized that, like other financial institutions, it cooperates with law enforcement agencies in response to lawful requests while complying with privacy regulations.
At the same time, cryptocurrency regulation experts questioned the legality of providing such data. According to them, if the client was registered as an EU resident, he may have been protected by the General Data Protection Regulation (GDPR), which restricts the transfer of personal data to countries that do not provide an adequate level of data protection.
It remains unknown whether Binance has provided Russian authorities with data on other users who made cryptocurrency donations in support of Ukraine.
