World Bank Provides Ukraine with $880 Million for Social Protection

The World Bank is providing Ukraine with $880 million for social protection under the SPIRIT project, which is aimed at modernizing Ukraine’s social protection system, supporting vulnerable population groups, and strengthening community resilience. This was announced by the Ministry of Social Policy, Family and Unity.

The project financing includes an $860 million World Bank loan and $20 million in grant co-financing from the United Kingdom and Germany through the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF).

The project предусматривает the implementation of three key reforms. The first is the creation of a unified Basic Social Assistance system to replace fragmented support programs. The second is the reform of social services financing. Public funds will be allocated according to the principle that “money follows the person,” through the procurement of services from public, community-based, and private social service providers. The third is the modernization of the support system for persons with disabilities. This involves a shift from the medical model of disability assessment to a people-centered approach that evaluates individuals’ actual needs and expands access to rehabilitation, assistive devices, and employment support.

The project will be implemented by Ukraine’s Ministry of Social Policy, Family and Unity and is expected to benefit more than one million people, including low-income families, families with children, persons with disabilities, elderly people, and caregivers.
