The organizers of Russia’s cryptocurrency payment system — including banker Ilan Shor, known for embezzling funds from Moldova — have learned to rapidly recover from U.S. sanctions and almost instantly resume cross-border operations, according to an analysis by the Financial Times.
In mid-August, more than 80% of A7A5 tokens were destroyed after the Grinex exchange was added to the U.S. sanctions list. However, the system quickly recovered, and the tokens were soon back in circulation.
The A7A5 cryptocurrency, which its creators describe as the first ruble-backed stablecoin, was traded on Grinex, a Kyrgyz exchange established after the U.S. shut down Moscow-based Garantex. Following the sanctions, administrators deleted over 33 billion tokens — only to recreate them in a new wallet shortly afterward. Since then, the new wallet has processed $6.1 billion in transactions.
Last week, A7A5 was officially recognized in Russia as a digital financial asset. The system’s creators — Ilan Shor (51%) and Promsvyazbank (49%), which is also under sanctions — describe it as the first stablecoin pegged to the ruble.
Experts say A7A5 facilitates a large share of Russia’s cross-border payments and is actively used to finance political campaigns abroad, including in Moldova. The system is expanding rapidly and is funded through state-backed loans, making it strategically significant amid Russia’s current economic challenges.
Analysts also noted earlier this year that Moscow is using A7A5 to fund influence campaigns overseas, particularly in Moldova.
