The Government Is Searching for Vacant Warehouses Across Ukraine

10.08.2026 News

The State Property Fund of Ukraine has launched a large-scale inspection of warehouse facilities held on the balance sheets of state-owned enterprises. The aim of the audit is to determine which facilities could be made available to businesses that have suffered losses due to Russian shelling. The start of the initiative was announced by SPFU Chairman Dmytro Natalukha.

The fund received the relevant assignment from the government, and specialists are now tasked with establishing the actual condition of the facilities and the possibilities for using the state-owned space. “Formally, there are a great many warehouse areas that could potentially be used by affected businesses — several hundred thousand square meters,” Natalukha said.

However, according to him, the information contained in official documents alone is not enough. Each facility must be inspected on site to assess its technical condition, accessibility, the possibility of making it available for use, and the actual availability of vacant space.

“On paper, it is one thing, but in reality it may be completely different,” the head of the State Property Fund emphasized.

As early as next week, representatives of the fund plan to travel to the regions to inspect the warehouses and assess their condition. At the same time, a legal framework is being developed that would allow these premises to be made available to entrepreneurs. Options under consideration include auctions for the right to lease the facilities or transferring the space to a state-owned company, which could subsequently sublease it to businesses.

“It is important not to create opportunities for corruption. That is why we are working on legal and transparent options,” Natalukha explained.

The SPFU emphasizes that the main task is not simply to find vacant premises, but to create a mechanism that will help affected companies resume operations more quickly.
