Russia has received its lowest revenues from fossil fuels since the start of the war

Russia received its lowest fossil fuel revenues since the start of the war
In the second quarter of 2025, Russia’s revenues from fossil fuel exports fell by 18% year-on-year, the worst figure since the invasion of Ukraine. This is stated in the monthly report of the Centre for Energy and Clean Air Research (CREA).

Despite an 8% increase in export volumes compared to the first quarter, revenues declined due to lower prices and transit restrictions.

In particular, in June, Russia’s daily revenue from fossil fuels amounted to €593 million, 4% more than in May. The largest growth was in maritime oil trade, which reached €218 million per day (+25%).

On the other hand, pipeline gas exports to Europe continued to decline: in June, volumes fell by 9.4% to 3.01 billion cubic metres, while supplies via the Turkish Stream fell by 16% over the quarter.

The EU remains one of the largest buyers of LNG and pipeline gas from Russia, despite sanctions. In June, the largest buyers within the EU were Hungary (€356 million), Belgium (€300 million) and France (€232 million), mainly through imports of liquefied gas.

At the same time, more than half of Russian maritime oil exports in June were transported by G7+ tankers, which is 6 percentage points more than in May. Overall, since January, the G7+ share in Russian oil transport has grown from 36% to 56%.

In June 2025, Russian oil and petroleum products were exported by 435 vessels, 153 of which were part of the Russian Federation’s outdated ‘shadow fleet.’

“Old tankers transporting Russian oil and petroleum products through the exclusive economic zones, territorial waters or sea straits of EU member states cause environmental and financial problems due to their age, questionable maintenance records and insurance coverage. Their insurance potentially does not provide sufficient coverage and compensation to cover the costs in the event of an oil spill or other disaster,” the report said.

According to CREA, tighter enforcement of the oil price cap could reduce Russia’s revenues by 11% (almost €40 billion) since the sanctions were introduced. In particular, in June – by 5% (€0.55 billion).
