Most Indian oil refineries have halted purchases of Russian crude amid Western sanctions and ongoing trade talks with the United States, Bloomberg reports, citing sources familiar with the matter.
Orders for crude oil for the following month are typically placed by the 10th of the current month. This time, five Indian companies declined to buy Russian oil for December deliveries.
The shift in procurement policy comes after the introduction of Western sanctions targeting major Russian oil producers Rosneft and Lukoil.
According to data from Kpler, these five companies accounted for two-thirds of India’s Russian oil imports in 2025:
Reliance Industries Ltd.
Hindustan Petroleum Corp. Ltd.
Bharat Petroleum Corp. Ltd.
Mangalore Refinery and Petrochemicals Ltd.
HPCL-Mittal Energy Ltd.
During recent trade discussions, India agreed to increase crude oil purchases from the United States.
Only two Indian companies are expected to continue buying Russian crude in December — Indian Oil Corp. and Nayara Energy Ltd.
Indian Oil Corp. has purchased around 3.5 million barrels of ESPO crude, though the deal was made with suppliers not subject to the new U.S. sanctions.
Nayara Energy Ltd. remains fully dependent on Russian oil, as Rosneft partially owns the company.
Bloomberg also reports that top executives from India’s state-owned refiners met with representatives of Saudi Aramco and Abu Dhabi National Oil Company (ADNOC) — the state oil firms of Saudi Arabia and the UAE, which together produce more than 13 million barrels per day.
The meetings took place last week on the sidelines of an energy conference in Abu Dhabi, according to the sources.
