The proposal is outlined in the updated Memorandum of Economic and Financial Policies agreed between Ukraine and the IMF.<\/p>\n<p data-start=\"333\" data-end=\"560\">The memorandum emphasizes that any tariff adjustments should be introduced only after an effective targeted social assistance system has been established to protect vulnerable households from the impact of higher utility costs.<\/p>\n<p data-start=\"562\" data-end=\"804\">According to the IMF, gradually aligning utility tariffs with market prices would help secure funding for the reconstruction of Ukraine&#8217;s energy infrastructure, reduce debt across the energy sector, and decrease implicit government subsidies.<\/p>\n<p data-start=\"806\" data-end=\"1133\">The memorandum also states that by the end of February 2027, Ukraine should conduct a comprehensive review of its existing consumer support mechanisms. Based on the findings, the government is expected to determine which social assistance instruments are most effective before implementing any potential tariff adjustments.<\/p>\n<p data-start=\"1135\" data-end=\"1389\">In addition, the IMF continues to support the long-term liberalization of Ukraine&#8217;s energy market. The Fund believes that market-based pricing will be a key factor in attracting private investment needed for the country&#8217;s post-war energy sector recovery.<\/p>\n<p data-start=\"1391\" data-end=\"1670\">The updated memorandum also revises the timeline for one of Ukraine&#8217;s structural commitments. While the government had previously been expected to prepare a roadmap for the gradual tariff reform by July 2026, the deadline has now been extended to the end of October 2026.<\/p>\n<p data-start=\"1672\" data-end=\"2114\" data-is-last-node=\"\" data-is-only-node=\"\">At present, Ukraine&#8217;s moratorium on increasing household tariffs for natural gas, hot water, and district heating remains in force. Introduced under martial law, the moratorium will remain effective until the end of martial law and for six months thereafter.
