The information was reported by Interfax-Ukraine, citing market sources, and was also covered by Ekonomichna Pravda.<\/p>\n<p class=\"isSelectedEnd\">According to reports, inspections conducted by the NBU uncovered deficiencies in customer identification procedures during transactions carried out through self-service payment terminals (PTKS), particularly for payments of up to UAH 5,000, which are subject to simplified verification requirements under Ukrainian law.<\/p>\n<p class=\"isSelectedEnd\">The regulator also identified indications of transactions that may not have corresponded to actual cash deposits made through the terminals. Among the warning signs were unusually rapid transaction processing, the use of a single phone number to conduct transactions in different regions within a short period of time, and discrepancies between cash register reports and surveillance camera recordings.<\/p>\n<p class=\"isSelectedEnd\">Sources within the regulator estimate that the volume of hryvnia funds passing through EasyPay and City24 terminals amounts to approximately $1 billion equivalent per month. The majority of transactions conducted through the inspected terminals involved deposits into bank accounts, including monobank cards. The NBU believes that such transactions should have been monitored both by the terminal operators and by the receiving banks.<\/p>\n<p class=\"isSelectedEnd\">EasyPay and City24 are the largest self-service payment terminal networks in Ukraine. According to Forbes, the two companies operated more than 45,000 terminals in 2025, accounting for approximately 70% of the market.<\/p>\n<p class=\"isSelectedEnd\">The legal entity behind EasyPay is FC Kontraktovyi Dim LLC, which is equally owned by brothers Oleksii and Anton Avramenko. City24 operates through Swift Garant LLC, owned by Serhii Horban.<\/p>\n<p class=\"isSelectedEnd\">According to YouControl, FC Kontraktovyi Dim generated UAH 2.11 billion in revenue in 2025 and nearly UAH 118 million in net profit. Swift Garant reported UAH 1.59 billion in revenue and UAH 5.21 million in net profit.<\/p>\n<p class=\"isSelectedEnd\">In comments to Ekonomichna Pravda, both FC Kontraktovyi Dim and Swift Garant stated that they are cooperating with the NBU in accordance with applicable legislation, consider it inappropriate to comment further before the regulator officially publishes its findings, and continue to operate as usual.<\/p>\n<p class=\"isSelectedEnd\">The NBU has forwarded the inspection materials to law enforcement authorities. According to a senior source within the regulator, the companies will be allowed to continue operating after paying the fines, as revoking their licenses would require proof that the violations were systematic and ongoing.<\/p>\n<p>The central bank is also preparing amendments to the regulations governing self-service payment terminals.
