Russia\u2019s oil production in April amounted to just 8.83 million barrels per day \u2014 130,000 barrels less than in March and 460,000 less than in April 2025. Reuters reported this, citing a report by the International Energy Agency (IEA).<\/p>\n
According to the IEA report, Russia had not produced such low volumes since May\u2013July 2020, when output stood at 8.53\u20138.65 million barrels per day.<\/p>\n
At that time, under the OPEC+ agreement, Russia was forced to sharply reduce production following the collapse in global oil demand caused by the COVID-19 pandemic and lockdowns in many countries.<\/p>\n
Now, however, the decline in oil production is being attributed to massive Ukrainian drone attacks on export infrastructure \u2014 including port terminals, oil storage facilities, pipelines, and refineries. As a result, Russia\u2019s pipeline system is becoming overloaded, while storage facilities are filling up faster than usual.<\/p>\n
For example, Transneft, which transports 80% of Russian oil, was unable to fully accept crude oil into its system from producers planning to export through the Baltic port of Ust-Luga.<\/p>\n
Strikes on refineries, compounded by scheduled maintenance, also caused average daily exports of petroleum products to fall by 340,000 barrels from March levels, dropping to just 2.2 million barrels per day. This is the lowest figure in the IEA\u2019s recorded history.<\/p>\n
Although crude oil exports increased because of the conflict in the Middle East, this is unlikely to significantly help the Russian budget. Payments to the Russian state budget are calculated based on production volumes and average monthly prices for Russian oil in the Pacific, Baltic, and Black Sea regions.<\/p>\n
The Russian budget is primarily funded through the mineral extraction tax, while oil production in April fell by 5% compared to the same period a year earlier. As a result, Russia is now producing 810,000 barrels per day less than its OPEC+ quota of 9.64 million barrels.<\/p>\n
