This was reported by Reuters.

The refinery, which processes more than 12 million tons of oil annually, suffered a fire and damage to its technological units.

According to the agency’s sources, the AVT-5, AVT-1, and AVT-2 primary processing units were emergency shut down on May 7. Together, they account for half of the plant’s total capacity. Another unit, AVT-4, has been idle since April 30 due to a fire that also resulted from a drone attack.

The refinery, which produced 2 million tons of gasoline and more than 5 million tons of diesel fuel last year, became the seventh Russian oil refinery to suspend production since the start of spring.

On May 5, the Kirishinefteorgsintez refinery in the Leningrad region (the second-largest in Russia by capacity) completely stopped oil processing. The Syzran refinery halted operations on April 22, the Novokuibyshevsk refinery stopped accepting crude oil on April 18, and the Tuapse refinery shut down on April 16 (all owned by Rosneft). On April 5, Lukoil’s Nizhegorodnefteorgsintez stopped accepting oil, and on March 21, the Saratov refinery also suspended operations.

As a result, crude oil processing volumes at Russian refineries have collapsed to their lowest level since 2009 — 4.69 million barrels per day. Compared to last year, refinery utilization has fallen by 12%, and compared to the pre-war year of 2021, by 18%, or nearly 1 million barrels per day.

In response, the Russian government has tightened control over the gasoline market.
