Ukraine\u2019s National Commission for State Regulation of Energy and Public Utilities (NEURC) has approved a draft proposal to increase tariffs for the gas storage operator Ukrtransgaz and to transition to an incentive-based tariff model for the first time since 2022.<\/p>\n
The relevant draft resolution was approved at a regulator meeting on Tuesday. If finally adopted, the new tariffs will take effect from June 1 this year through March 31, 2029.<\/p>\n
The proposal \u043f\u0440\u0435\u0434\u0443\u0441\u043c\u0430\u0442\u0440\u0438\u0432\u0430\u0435\u0442 setting Ukrtransgaz\u2019s tariffs as follows (excluding VAT): natural gas storage at UAH 0.45 per 1,000 cubic meters per day; injection at UAH 360.02 per 1,000 cubic meters per day; and withdrawal at UAH 360.02 per 1,000 cubic meters per day.<\/p>\n
According to estimates by Energoreforma, the storage tariff is expected to increase by 12.5% (currently UAH 0.40 per 1,000 cubic meters), injection by 47.8% (currently UAH 243.52), and withdrawal by 42.3% (currently UAH 253.03).<\/p>\n
Currently, Ukrtransgaz tariffs are regulated under a \u201ccost-plus\u201d methodology. However, Ukraine\u2019s law on natural monopolies allows for the application of incentive-based regulation in tariff setting.<\/p>\n
To curb tariff growth, it is proposed to set the rate of return at 3% for both the regulatory asset base established at the time of transition and assets created afterward.<\/p>\n
The commission also plans to encourage long-term booking of gas storage capacity, which is currently mostly carried out on a day-ahead or monthly basis. To this end, it proposes setting a coefficient of 0.9 for annual bookings, 1.0 for bookings during the base injection and withdrawal season, while keeping the monthly and day-ahead coefficients unchanged at 1.1 and 1.2 respectively.<\/p>\n
Andrii Zakrevskyi, Deputy Director of the Association of Energy and Natural Resources of Ukraine, described NEURC\u2019s decision to change the tariff model for underground gas storage as long-awaited.<\/p>\n
