This was reported by PlayCity, the state agency regulating the gambling and lottery sector.<\/p>\n<p data-start=\"337\" data-end=\"651\">\u201cTest connections of the first gambling operators to SOMS have already begun. This allows us to verify the system\u2019s performance in real conditions and gradually scale it across the entire market. Two companies are already integrated into the system, and we continue to connect other operators,\u201d the statement said.<\/p>\n<p data-start=\"653\" data-end=\"690\">The system enables the government to:<\/p>\n<ul data-start=\"692\" data-end=\"1045\">\n<li data-section-id=\"16bml5c\" data-start=\"692\" data-end=\"747\">obtain comprehensive data on operators\u2019 activities;<\/li>\n<li data-section-id=\"wnyevs\" data-start=\"748\" data-end=\"825\">record every financial transaction, including bets, refunds, and payouts;<\/li>\n<li data-section-id=\"1rl1po2\" data-start=\"826\" data-end=\"884\">prevent any alteration or rewriting of submitted data;<\/li>\n<li data-section-id=\"1e0kyr7\" data-start=\"885\" data-end=\"1045\">provide tax authorities with access to primary transaction data to calculate GGR and taxes on winnings, including the military levy and personal income tax.<\/li>\n<\/ul>\n<p data-start=\"1047\" data-end=\"1173\">It is emphasized that the system does not track user behavior or the movement of their funds\u2014it only processes completed bets.<\/p>\n<p data-start=\"1175\" data-end=\"1335\">The launch is expected to give the government, for the first time, a complete and reliable dataset on the gambling market without delays or manual intervention.<\/p>\n<p data-start=\"1337\" data-end=\"1394\">The implementation of SOMS will take place in two phases.<\/p>\n<p data-start=\"1396\" data-end=\"1670\" data-is-last-node=\"\" data-is-only-node=\"\">Acting Deputy Minister of Digital Transformation Oleksandr Bornyakov stated that PlayCity plans to announce a tender soon for the development of the second phase of the system.
