The measures will allow technical work on the loan to continue even as Hungary blocks a third bill required to complete the process. This was stated by European Commissioner <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Valdis Dombrovskis<\/span><\/span>, according to European Pravda.<\/p>\n<p data-start=\"485\" data-end=\"730\">According to Dombrovskis, the <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">European Commission<\/span><\/span> will continue preparations to provide Ukraine with the first tranche of the \u20ac90 billion loan in April 2026, despite obstacles from <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Budapest<\/span><\/span>.<\/p>\n<p data-start=\"732\" data-end=\"910\">\u201cThe first thing that will happen tomorrow is the finalization of the Regulation on the Ukraine support loan, and this process is proceeding according to plan,\u201d Dombrovskis said.<\/p>\n<p data-start=\"912\" data-end=\"1207\">He added that the approval of this document on February 24 will \u201ccomplete the political decision-making process regarding the Ukraine support loan.\u201d Political discussions are currently focused on amendments to the EU\u2019s Multiannual Financial Framework \u2014 the bloc\u2019s long-term budget for 2021\u20132027.<\/p>\n<p data-start=\"1209\" data-end=\"1385\">\u201cThese amendments are necessary for the European Commission to actually carry out borrowing at the EU level in order to provide this support to Ukraine,\u201d Dombrovskis clarified.<\/p>\n<p data-start=\"1387\" data-end=\"1596\">Hungary\u2019s refusal to approve changes to the EU\u2019s long-term budget does not pose an immediate threat, as the European Commission must still prepare to raise funds for Ukraine on international financial markets.<\/p>\n<p data-start=\"1598\" data-end=\"1911\">\u201cIn December, all EU leaders, including Hungary\u2019s Prime Minister, Mr. <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Viktor Orb\u00e1n<\/span><\/span>, agreed to support the loan \u2014 and, by the way, Hungary together with Slovakia and the Czech Republic is not participating in the financial guarantees.
