The new loan package depends on the approval of Ukraine\u2019s allies to use frozen Russian assets. This was reported by Bloomberg, citing anonymous sources.<\/p>\n<p data-start=\"346\" data-end=\"619\">On November 26, the IMF announced a staff-level agreement on a four-year program worth about $8 billion, which served as a positive signal for Ukraine\u2019s partners. The IMF\u2019s Executive Board must approve the program once Kyiv introduces a number of spending-related measures.<\/p>\n<p data-start=\"621\" data-end=\"900\">Ukraine has agreed to accelerate efforts to prevent tax evasion and avoidance, as well as expand its tax base. The so-called prior actions required from Kyiv include canceling several tax exemptions for businesses and households, according to sources familiar with the agreement.<\/p>\n<p data-start=\"902\" data-end=\"1167\">The government plans to introduce value-added tax for self-employed entrepreneurs who declare more than 1 million hryvnias in annual income. This loophole has been widely used\u2014particularly by large Ukrainian companies and restaurant chains\u2014to minimize tax payments.<\/p>\n<p data-start=\"1169\" data-end=\"1327\">The authorities also plan to eliminate tax exemptions for parcels ordered from abroad. Currently, packages valued at up to \u20ac150 are exempt from import duties.<\/p>\n<p data-start=\"1329\" data-end=\"1429\">Ukrainian lawmakers must also approve a balanced budget for 2026 to obtain the IMF Board\u2019s approval.<\/p>\n<p data-start=\"1431\" data-end=\"1579\">Kyiv has come under pressure to meet IMF requirements after several setbacks this year, including battlefield losses and a major corruption scandal.<\/p>\n<p data-start=\"1581\" data-end=\"1782\" data-is-last-node=\"\" data-is-only-node=\"\">The fate of the agreement depends on whether the European Union proceeds with its plan to use frozen Russian assets. A decision is expected next month.
