The tanker Monte 1, which also loaded in Primorsk on October 7, has been anchored for nearly two weeks after passing through the Suez Canal on October 30.<\/p>\n<p data-start=\"804\" data-end=\"1021\">By early November, the volume of Russian oil stored on tankers at sea reached 380 million barrels \u2014 up about 30 million barrels since early September, as refineries increasingly refused to accept deliveries.<\/p>\n<p data-start=\"1023\" data-end=\"1438\">Five Indian refineries, which previously accounted for two-thirds of Russia\u2019s total oil exports, have completely halted purchases of Russian crude. Similarly, China\u2019s state-owned companies have declared a boycott on direct purchases from Lukoil and Rosneft, joined by several smaller private refineries. This \u201cbuyer strike\u201d has affected nearly 45% of Russia\u2019s oil exports to China.<\/p>\n<p data-start=\"1440\" data-end=\"1629\" data-is-last-node=\"\" data-is-only-node=\"\">Meanwhile, India and China together buy about 90% of Russia\u2019s oil exports.
