The remaining \u20ac30 million will go toward repairing and modernizing municipal district heating systems through state-owned Ukrgasbank and Ukreximbank, ensuring reliable heat supply to communities amid the ongoing war.<\/p>\n<p data-start=\"652\" data-end=\"910\">The financing is provided under the EU for Ukraine Fund and the Ukraine Investment Framework (UIF), which is part of the \u20ac50 billion Ukraine Facility, demonstrating the European Union\u2019s continued commitment to Ukraine\u2019s recovery and resilience.<\/p>\n<p data-start=\"912\" data-end=\"1202\">The \u20ac70 million for Ukrgasbank is part of a \u20ac400 million loan package under the Ukraine Economic Resilience Support Programme, aimed at expanding access to long-term loans for micro, small, and medium-sized enterprises (MSMEs) and mid-cap companies across the country.<\/p>\n<p data-start=\"1204\" data-end=\"1550\">The \u20ac30 million allocated for restoring and strengthening municipal centralized heating will be split evenly between Ukrgasbank and Ukreximbank. These are the first tranches of larger EIB loans for centralized heating (\u20ac50 million and \u20ac100 million respectively), guaranteed by the European Commission\u2019s Ukraine Investment Framework.<\/p>\n<p data-start=\"1552\" data-end=\"1853\">Funds will be provided to local communities and utilities for the repair and modernization of district heating systems, improving energy efficiency in public buildings, and implementing renewable energy solutions, thereby reducing dependence on vulnerable centralized infrastructure.<\/p>\n<p data-start=\"1855\" data-end=\"2455\">The Ukraine Investment Framework (UIF) is part of the \u20ac50 billion Ukraine Facility, designed to attract public and private investments for Ukraine\u2019s recovery and reconstruction. The UIF includes \u20ac9.3 billion in financial instruments \u2014 \u20ac7.8 billion in loan guarantees and \u20ac1.5 billion in blended financing. In March 2025, the EIB signed a \u20ac1.95 billion guarantee agreement with the EU to support its operations in Ukraine, provided under the UIF. The goal of the UIF is to mobilize \u20ac40 billion in investments for Ukraine\u2019s recovery, reconstruction, and modernization.<\/p>\n<p data-start=\"2457\" data-end=\"2869\" data-is-last-node=\"\" data-is-only-node=\"\">The EU for Ukraine Fund (EU4U) was established by the EIB in 2023 as an additional tool to support Ukraine\u2019s recovery and reconstruction.
