On the eve of the rally, U.S. senators once again failed to pass a bill that would restore government funding and end the ongoing shutdown \u2014 with only 52 votes in favor, short of the 60 required for approval.<\/p>\n<p data-start=\"744\" data-end=\"989\">Meanwhile, Democratic leaders in both the Senate and the House of Representatives stated that they are not negotiating with President Donald Trump about ending the shutdown, despite Trump\u2019s earlier claims that such talks were underway.<\/p>\n<p data-start=\"991\" data-end=\"1316\">In France, Prime Minister S\u00e9bastien Lecornu, who resigned on Monday, said he had agreed at the request of President Emmanuel Macron to hold final talks with political parties to determine whether compromise is still possible.
