During the Ukraine Recovery Conference (URC2025), which took place on 10-11 July in Rome, agreements were reached with partners for a total amount of \u20ac3.6 billion. This was announced by Deputy Prime Minister for Recovery \u2013 Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba on Telegram.<\/p>\n
“At the Ukraine Recovery Conference, the Ministry of Development team held a series of meetings and signed important documents \u2013 financial agreements worth \u20ac3.6 billion. The funds have been agreed in the form of investment agreements, memoranda, protocols and joint statements that have been signed, announced or certified. They are aimed at implementing large-scale projects in the areas of housing, transport, energy, heat supply, medicine, education, infrastructure, as well as supporting local communities,” Kuleba wrote.<\/p>\n
He added that another \u20ac200 million is the value of agreements signed directly by Ukrainian communities and regions with foreign partners.<\/p>\n
According to Kuleba, among the main projects are agreements with the Council of Europe Development Bank for \u20ac200 million to compensate for housing destroyed as a result of the war under the e-Reconstruction programme. Another \u20ac80 million will go towards the first stage of compensation payments for internally displaced persons from temporarily occupied territories. There is a separate programme of preferential mortgages for veterans and their families with an expected volume of \u20ac60 million.<\/p>\n
A memorandum worth another \u20ac1.5 billion has been signed with the Italian government to open up Ukraine’s access to Italian financial mechanisms.<\/p>\n
“For Ukrainian communities, this means new opportunities: insurance coverage for projects so that banks can lend without additional risks; preferential loans for municipal initiatives with minimal interest rates and long terms; grant components and special conditions for the purchase of goods and services from Italian companies, allowing them to attract technology and experience, and direct support for small and medium-sized businesses. This tool will allow communities to implement complex projects with confidence, with protection from financial risks and access to resources. We are talking about a new format of partnership, which is planned to be scaled up to other countries,” said the Deputy Prime Minister.<\/p>\n
Another important document is an agreement with the European Investment Bank for \u20ac134 million to restore critical transport infrastructure: roads, bridges, and logistics hubs in the regions to connect communities, which will enable evacuation, delivery of humanitarian aid, and support for logistics.<\/p>\n
The Ministry of Development also signed a memorandum with the Polish Industrial Development Agency on the implementation of projects to reconstruct and expand the Yagodin checkpoint, as well as repair the Lviv bypass road and the Krakivets-Lviv-Shehyni highway. The estimated amount of potential investment is \u20ac200 million.<\/p>\n
Two projects with the EBRD have been agreed for Ukrzaliznytsia: \u20ac44 million to create a gas generation network and \u20ac10 million to improve the accessibility of railway stations. The Italian government will transfer five radar systems and related equipment to Ukraine to support the basic functions of UkSATSE’s surveillance infrastructure.<\/p>\n
\u2018These are all concrete decisions that will have results in the cities and villages of Ukraine. It is also important that communities and regions independently signed agreements with foreign governments, businesses and foundations. The total amount of agreements concluded at the local level is almost $300 million,\u2019 Kuleba said.<\/p>\n
