They also depend on the adoption of the necessary legislation that will establish the appropriate institutional framework for the newly opened land market, especially the law to help small and medium-sized farmers gain access to finance, &#8220;she said.<\/p>\n<p>Bjerde stressed the importance of opening up the land market, but warned that its implementation would require much more effort.
