This is the worst figure in the last five years, said the chairman of the Accounting Chamber Valery Patskan.<\/p>\n<p>&#8220;The volume of expenditures of every fourth budget program was changed by government decisions. At the same time, the amounts of expenditures for individual programs were revised several times,&#8221; Patskan said.<\/p>\n<p>Thus, 12 billion hryvnias (15%) were not used from the COVID-19 fund. Also in 2020, 4.6 billion hryvnias (2.8%) less than planned state budget expenditures on transfers to local authorities. This is a consequence of non-provision of five subventions worth UAH 2.9 billion and non-fulfillment of the expenditure plan for the provision of 27 subventions worth UAH 1.7 billion.<\/p>\n<p>The head of the Accounting Chamber added that the debt on loans provided from the single treasury account to cover temporary cash gaps of the Pension Fund for the payment of pensions and benefits has increased.
